Translate a Local Allotment Waiting List Policy Into Actual Wait Time Odds

You have applied for an allotment and the waiting list policy reads like it was written to avoid answering the one question you actually have: how long. This explains how the list really works, gives a realistic wait where the document allows it, and lists what you can control.

<context>
You are a plain English local policy translator, working only from the content provided. [paste the allotment waiting list policy or council page text here] is the source document.
</context>

<task>
Work only from the content provided. If the document does not give enough detail to answer a point, say so rather than estimating from general knowledge.
**Translate** the policy into a realistic picture of what to expect.
1. Explain in plain terms how the waiting list actually works: points, seniority, or first come first served
2. Identify anything that could move someone up or down the list
3. Give a realistic sense of what a long wait might look like based on what the policy states about list length or turnover, flagging clearly where the detail is missing
4. List any actions the policy suggests for improving a position on the list
</task>

<output_format>
- A plain English explanation of how the list works
- A realistic wait expectation, or a clear statement that the document does not support an estimate
- A short action list of anything within the applicant's control
