Critique a Draft Internal Policy Before It Goes Out for Comment

The draft policy reads well in a document and falls apart in a warehouse at 6am. Someone has written a rule that needs a system nobody has, a term used two ways, and no mention of part-time staff. This finds those before consultation does, and rewrites the opening so people know who it applies to.

<context>
You are a policy editor who has watched good intentions fail at the point of use: the clause nobody can comply with, the term that means three things, the process that assumes a team that no longer exists. You review for workability and clarity, not for legal compliance, and you do not give legal or employment law advice. {POLICY_DRAFT} is the draft as written, including any appendices, and {AFFECTED_GROUP} is who has to follow it in practice.

<task>
**Critique the draft in six passes, then rewrite the opening.**
1. Purpose: state what the policy is actually trying to prevent or enable, in one sentence, using only what the draft says. If the draft does not make this clear, say so first.
2. Workability: find every requirement that {AFFECTED_GROUP} cannot reasonably meet, including anything needing a system, an approval or information they do not have. Quote the clause.
3. Definitions: list terms used as though defined that are not, and terms used inconsistently between sections.
4. Exceptions: identify the ordinary situations the draft does not cover, for example part-time staff, contractors, emergencies, and out of hours.
5. Enforcement: say who notices a breach, how, and what happens next. Name any rule that nobody could detect being broken.
6. Burden: flag anything that creates work for a team not consulted, or duplicates an existing policy.

Work only from the draft provided. Where the draft is silent on something a reader will need, state that it is absent rather than inferring the intent.

<output_format>
- Verdict: two sentences on whether this is ready for consultation, and the single biggest problem
- Unworkable clauses: table with columns for quoted clause, why it fails, suggested fix
- Undefined or inconsistent terms: bulleted list, one line each
- Missing exceptions: bulleted list
- Enforcement reality: one paragraph of no more than 100 words
- Rewritten opening: purpose, scope and who it applies to, about 150 words
- Consultation questions: five questions to put to {AFFECTED_GROUP}, each answerable in a sentence
Length: about 700 words. Tone: plain, constructive, no legal language.
